Start with observable work

Use recent time records where possible. Include drafting, Competent Person review, reconciliation between document versions, locating evidence and prior disclosures, handover, and repeat reporting. Keep implementation, licensing, IT review, change management, and procurement costs separate when comparing options.

Build a decision record, not a sales number

  1. Record the period and reports sampled, the source of each input, and who supplied it.
  2. Separate labour that could plausibly change from work that remains professionally necessary.
  3. Test a conservative, central, and adverse case rather than a single favourable case.
  4. Add quoted licence, implementation, security-review, training, support, and exit costs only when known.
  5. After a pilot, compare results against your baseline — and keep the exceptions, not just the averages.
